Through the bright sky and long roads within the city of Atlanta there's someone swooshing wherever you are, there's always the realest speedster alive to protect and saving people in a blur.
The Nike, Atlanta's very own friendly-neighborhood Blur Scarlet Noir representing the symbol of hope by day and night.

10 years ago, (Earth-Prime) at the same time the accident of the S.T.A.R. Labs particle accelerator explodes releasing a series of dark matter that created metahumans include Barry Allen (and others from his Earth and the multiverse) who was struck by lightning at the Central City Police Department CSI crime lab where he becomes The Flash and many others.
12 hours earlier, (Earth-38 before becomes Earth-Prime) Atlanta Midtown High School student Jean-Luc Pierre and his classmates were traveling on a field trip to visit Central City to see S.T.A.R. Labs. Later while staying at a hotel near the museum, Jean-Luc forgot his journal with a title (Patients, Intelligence, Speed) that he left while exploring around the advance lab along with his classmates. When Jean-Luc notice his journal is missing and remember left it at S.T.A.R. Labs so he sneak out from his hotel suite to get the journal from the lab. While getting in the Advance Lab, security guards was coming by the hall so Jean-Luc hide somewhere around the lab where he saw a whole lot of high advance genetic chemical containers including Benzene Methanol, Carbon Disulfide, Diogygen Diflouride, and Quantum Juice a.k.a Big Bang gas from Dupree Chemical, Stagg Industries, Alva Industries, Agri-Chem, Acre Lee Chemical, Spheerical Industries, Ashton Biotechnics, GenomaTech, Ace Chemicals, GothCorp, and Kord Enterprises. The guards left so Jean-Luc can leave with his journal but the door can't open for him to get out of the lab or the S.T.A.R. Labs building. Then all of a sudden the power went out and the chemicals around the lab came up to the air exploding a wave of dark matter bringing a huge lightning bolt from the sky that struck to the lab on all mixtures of the chemical containers includes the Blue Chemical N-3, which struck to Jean-Luc with 1 trillion joules of electricity with every chemical going inside him.
In result of the accident from the lab put Jean-Luc in a 9 week coma (unlike Barry Allen who was in a coma for 9 months), he wakes up at Grady Memorial Hospital with his parents and sisters finally happy to see he's awake and well. Later after getting out of Grady Memorial, then all of a sudden Jean-Luc feel full movements going around him slowly stop in seconds only to experience speedster abilities and superhuman strength. Jean-Luc began testing his abilities on how fast and flexible he can go swooshing in a blur when he went too fast only to get hitted by a cement truck, 3 minutes later he's fully fasted-healed. Jean-Luc also develops and design a small gadget wrist-mounted barrels shoots with retractable rope line cords on both hands to go up/down any surface while using his speed as he's the young fastest man alive.
7 years ago later, following the aftermath of Project Myriad in National City, Maxwell Lord moves back to his hometown Atlanta with his company, Lord Technologies along with Paulina Patterson and another scientists & employees for a fresh clean start to reform peace Maxwell needs of the regrets he caused with Kara Danvers / Supergirl and her allies hoping to made progress of those mistakes in never repeating the actions he done from before ever again. Maxwell have plans for Lord Tech and giving the city hope something he should have done a long time ago when Maxwell left Atlanta years ago after his parents (Malcolm Lord & Margaret Purty) deaths leaving a memory never forgotten.
